Great suggestion above , check to see if the age of the vehicle has anything to do with the requirement. Many States are 20 to 25 years old to claim Classic Status and if so the smog concern may be moot. Hopefully an Idaho VOA member will chime in and let you know for sure, though you can likely check the State Statutes on their Government site.

A quick Google search told me that the car would need to be 30 years old. At that point, you can register it as a “Classic” vehicle. As always, rules and restrictions apply:
“Classic” license plates are black on white. Every three years you will receive an ownership verification card to verify that the vehicle and license plate are still in
use and your address is current. By affixing your signature below, you hereby certify that the vehicle is over 30 years old, that it does not qualify as an “Idaho Old
Timer”, that it is in original or authentically-restored condition without major modifications from factory specifications, and that it will not be used for
commercial or regular personal transportation.
Cars registered in Idaho as Classic vehicles are exempt from smog requirements.
